CustomsMatters' Import Control System (ICS)

CustomsMatters has successfully concluded extensive tests with the ICS system in both Irish and UK jurisdictions.

The purpose of this notification is to advise all carriers, importers, customs agents, freight forwarders and any other persons involved in the import of goods to Ireland directly from third countries (i.e. where an Irish port/airport is the first point of entry of the goods to the European Union), of important changes that will take place from 1st January 2011.

Customs Brokerage

Irelands only provider of quality Customs Brokerage services. As a trader, you appreciate the importance of good compliance. Nobody welcomes Customs or Revenue audits and, under the current code of practice, a single instance of non-compliance can result in an audit being extended to other tax heads and an increased period under review or both. This can lead on to demands for back-payments, interest on back-payments and even penalties, depending on circumstances. Even a minor cause, such as insufficient care carries a penalty.

CustomsMatters™ unique partnership approach ensures that your Customs affairs are conducted in a transparent environment, giving you full control of your Customs compliance.

Many Irish companies leave legal declarations to external agents, exposing themselves to penalties and worse. We believe that accurate Customs entries can only be accomplished with input from both sides. We recognise that only the trader has complete knowledge of the product being shipped and of the financials involved. We also recognise that traders may not fully understand the complexities of Customs rules.

By approaching Customs as your partners, we marry your product and transaction knowledge with our Customs regulatory and procedural knowledge. The result? Risk and penalty-free clearance and an enhanced reputation with the authorities.

Our Unique Quality Procedures
CustomsMatters™ quality procedures are designed around all the key Customs regulatory decisions required on a Customs declaration (SAD), in conjunction with our customers own controls, checks and balances. We create a customer specific operating procedure (CSOP) for each client, based on your needs coupled with our considerable international trade and regulatory experience.

Mutually Inclusive Quality Procedures
We may be experts in our field but only you know the full details of the product or transaction. We therefore work hard to ensure that procedures make maximum use of our combined knowledge. If, for example, you believe a product should be considered ‘high risk’ and included in an authorisation, or if a product has previously been deemed problematic, this situation is automatically called to our supervisor’s attention. Agents will then double check with our Specialist Customs Agent to ensure the consignment gets proper treatment and correct handling, further reducing the risk of noncompliance.

If you are concerned about over or under payment of import taxes, we can set a threshold on your behalf, at which point supervisory intervention becomes mandatory. So, if a threshold is say €10,000, our supervisors automatically inspect consignments valued over that amount.

Data Management
One of the key areas of concern we have found among traders is the lack of available Customs data. CustomsMatters™ IT expertise is firmly focussed on the Electronic Customs Initiative at EU Commission level and we believe we can meet any trader’s data requirements. For example, if you want a truly paperless office for Customs affairs, we can provide you with all SAD documentation in PDF or other electronic formats. We can make monthly summary data available for reconciliation purposes so you can reconcile duty payments or compliance judgements quickly.

In short, we recognise the synergies between Customs affairs, IT and data management. Meeting and exceeding our clients data and IT demands is central to our ‘Customs partnership’ approach.

Money Back Guarantee
Customers may require us to work within a controlled tariff environment. If we fail to apply the correct tariff as specified by the customer, this event will trigger a 50% refund of our fee to our customer. Where there is a partnership, there are always opportunities to explore new approaches for mutual benefit. Our goal is to deliver the most efficient and cost effective service, for mutual benefit.
